The dispenser must be between 7 180 mm minimum and 9 230 mm maximum in front of the water closet measured to the centerline of the dispenser.

In a public bathroom that has stalls at least one must be a standard ada stall.
They can be located below or above but not behind grab bars though it is important that non recessed dispensers be outside the 12 minimum high clearance above the bar yet not exceed the 48 maximum height measured to the outlet of the dispenser.

Access to the grab bars is an important feature to take into consideration when installing a toilet paper dispenser.
Section 604 7 of the 2010 ada standards specify that the outlet of a toilet paper dispenser must be within a range of 15 inches to 48 inches above the finished floor.
Toilet paper dispensers must be mounted at least 36 inches from the back wall and at least 19 inches from the floor to remain reachable to those with disabilities.
